Seems like a basic website builder. It doesn't offer much customization - the tools you get in general are pretty generic.

But it is a one-time fee only, and a pretty dang cheap one. You can download the HTML you create in the builder, and host it yourself.

So I could potentially see some specific situations where someone would prefer this, if self hosting and privacy were extremely important, but I certainly can think of better tools for almost every situation.
